Important Notice Regarding the Death Master File
A provision of the Bipartisan Budget Act of
2013, signed into law by President Obama on December 26,2013
establishes a fee-based certification program for all persons desiring
access to the DMF data for any person deceased within three years.
There are additional requirements for security and confidentiality.
This law is scheduled to take effect March 26, 2014. However, until a
certification program has been established, access will continue
without interruption under the existing process. Once the certification
program has been established, it is anticipated that non-certified
users will be able to access DMF data limited to data for individuals
whose date of death was three or more years earlier.

Proposed RESTRICTED ACCESS TO THE DEATH MASTER FILE (DMF)
Current Law
The DMF
is a list of deceased individuals maintained by the Social Security
Administration (SSA) that is updated weekly. SSA created the DMF in
response to a 1980 consent judgment that requires SSA to provide
certain personally identifiable information about deceased individuals
under the Freedom of Information Act. The DMF contains the full name,
Social Security number (SSN), date of birth, date of death, and the
county, state, and zip code of the last address on record for
decedents. This information is publicly available and, pursuant to the
consent judgment, released weekly by SSA, and many websites publish the
information included on the DMF free or for a nominal fee.
Proposal
The
proposal would restrict immediate access to the DMF to those users who
legitimately need the information for fraud prevention purposes and to
delay the release of the DMF for three years to all other users.

Boy Scouts "Perversion Files" Online.Tim Kosnoff, a Seattle lawyer who
has represented victims of sexual abuse in lawsuits against the Boy
Scouts of America is shedding some Internet light on some of the
inner-workings of the organization.

Kosnoff has posted an index of records from the Scouts? so-called
perversion files on his Web site that includes a list of 1,900
volunteers who were kicked out of the organization between 1971 and
1991 for allegedly having inappropriate sexual contact with children.

have long kept secret details of the payments they make to doctors and
other health professionals for promoting their drugs. But 12 companies
have begun publicizing the information, some because of legal
settlements. ProPublica pulled their disclosures into a database so
patients can search for their doctor. Accepting payments isn?t
necessarily wrong, but it can raise ethical issues.

records, even when the positive uses outweigh the destructive and the
linkage between online public records such as the SSDI and fraud is
slight. The Social Security Death Index is now restricted and will
